During these years Licke was employed by the Minnesota Department of Forestry (1929-1933), U.S. Bureau of Entomology and Plant Quarantine (1933-1939), U.S. Agricultural Research Service (1939-1954), and U.S. Forest Service (1954-1965).

The Pine Island Civilian Conservation Corp camp was established on June 21, 1933 and operated until August 1934.
